The Content Network or Google content network is Google's network of 3rd party sites that show Google advertising.

From Google's definition:

The Google Network is a large group of websites and other products, such as email programs and blogs, who have partnered with Google to display AdWords ads. Advertisers have the option of running their ads on Google as well as the Google Network for no extra cost.

The content network is a very different animal than the Search Network, the search network will yield far higher Clickthrough Rates and often higher Conversion rates as well.

Optimization Tips

  • Separate Content Network ads into their own ad groups.
  • Consider not using the content network at all.
  • Write ad variants in a different style, to stand out on a page of content versus a SERP.
